VOTE: add Jean-Baptiste Quenot as a comitter to Wicket

Hi all,

Jean-Baptiste Quenot has been very helpful over an extended period by
providing patches, taking part in discussions on the lists and on
##wicket, and he and some of his colleagues are working on the Dojo
integration project in wicket-stuff.

I think he would make a good addition to our developer team, and it
would save all of us time if he can work on bugs etc directly rather
than via patches ;)

So, this is a vote to grant Jean-Baptiste commit rights for Wicket and
welcome him as part of the core team.
