Vertical spacing since 2.13.4

Since LilyPond 2.13.4 "\override VerticalAxisGroup #'minimum-Y-extent",
"between-system-padding" and "between-system-space" do not work anymore.
I did not find the change mentioned in the manuals, nor does convert-ly
change the code.
Did I miss something important? Workaround?
