Vista Install problem

I am installing Sleuthkit 3.0.1 on Vista using Cygwin. As per instruction I open up usr/local/sleuthkit-3.0.1 and type in "make" to start the compilation process but the "command not found". Can anyone help as I am new to this type of installation method? .........thanks in anticipation.
