To my knowledge it's just windows etc. It's similar to the way Windows
starts IE in the background on boot, so that then you ask for it, it
(supposedly) pops up instantly.
In general it slows your machine slightly, but practically it makes galeon
appear a lot more quickly when you ask for it.
