That was the purpose for which it was written, but the same principles
apply to other situations, if the choice is made to apply them.

I'm just the court reporter...

I'm not sure what the decision would be in a similar case, although I
would argue that the principles which underlie Biographies of living
persons is the policy and are not limited to Biographies of living
persons.

Hold on.  You said "enterprises" *failed* to reach consensus.
A business is not an organization but an enterprise.
A town, as a corporation is more analagous to an enterprise as well.
