Working version of German QuickQuote (now with Spanish!)

There have been a few complaints about the non-working German locale in  
the latest version of QuickQuote.  Attached is a hopeful fix of the  
problem, plus the South American Spanish translation generously  
contributed by Victor de Santa Maria.

Please give it a shot (try opening the options window, too), and any  
feedback for any language (English, Italian, Dutch, German, and Spanish)  
will be helpful.
