This one forum has a very Interesting and free-to-use program,It's called,Yu-Gi-Oh card maker".It's a fun little program that you can use to customize your own YuGiOh card.The only restriction Is that a monster ATK and DEF limit Is 9999.
NOTE:This Is only for something fun to do.It Is not,and I repeat,It Is not for making cards to sell,and they cannot be used In the TCG.But besides that,Enjoy!Also,I am not the owner of this program nor the website.

i tried making one a while ago, but it wouldnt work properly.
I'm learning ruby at the moment, so that might help.

Thanks for the links Khlieeq.I do not know how to make programs on here,but I'm sure somebody one here might be able to.
