Hi
i have uninstalled Apache then reinstalled and i can't anymore access to
phpMyAdmin
i have this message:
accesse denied
error 403

can somebody help me please?

You left out *lots* of details required to troubleshoot this sort of
thing, but here're a few clues. I recently when through all this
moving from RH to OBSD and actually had very -few- problems regarding
PHPMA.

First and most basic, what *OS* are you using? Not that that matters
much but there might be some points where installation differs. (I
have no experience with non-*nix server stuff.)

Does MySQL still work? Locally/remotely?

If you did -not- change distros and you did -not- change Apache
versions then the first simplest thing to do is compare old and new
httpd.confs. You did save a copy of that right? If not then [sigh].
The reason is that somewhere along the lifetime of your previous
Apache you -probably- edited a few things in httpd.conf that caused
PHPMA to work, and with the new httpd.conf it fails.

Related to that, somewhere along the line you may have changed
permissions away from the default that cause the new install to fail.

If you changed Apache (major) version, then default Apache
subdirectories may have changed; that often happens.

If you're using a distro-distributed Apache/PHPMA then again default
subdirectory -permissions- sometimes change causing PHPMA to fail.

Really the easiest thing to try is reinstalling PHPMA:

If you're using a -distro-specific- PHPMA then:
- save a copy of your 'last working' config.inc.php
- reinstall PHPMA
- edit new config.inc.php to conform to new subdirectory structures.

This last topic is closing the barn door after the ducks have escaped,
but for future reference here's the Really Big Clue about how you
woulda/coulda/shoulda upgraded Apache. (This is usually far more
difficult if using distro-supplied apps but the only 'correct' way to
keep a live server up and running during a major change like this.)
The trick is to not simply uninstall the old and install the new.
First install the new, using a different port (required) and different
directory structure if required to about conflict with the old
version. Then make sure everything works on the new version port with
tweaks as needed. And lastly uninstall the old version.
