administration issue

Hello,

i've just installed ox in one virtual machine for testing, but i have
a question, sorry if its a newbie question i can't seem to find any
good documentation about this...

is it possible to create one user just for managing users accounts and groups?

what version of OX do you have ? "legacy" 0.8.6 or the new hyperion branche ?
