Are we ready to look into a release of 1.4.0 yet? Can we
boot up a discussion on readiness, things-to-do, etc so we
can all get a take on what needs to be done?

So to clarify in everyone's mind what needs review;

If the API changes related to the present changes are all complete, and the
API's themselves are correct, it would be time for an alpha at minimum, if not
a GA release.
