busconfig.dtd v.s reality

Hi,

The busconfig.dtd[1] referenced from the mail dbus[2] page shows that
the "allow" element can not have a "send_destination" attribute.
is this a typo or did the syntax change at one point? currently it
looks like it is not possible to create working valid config.
