cap-talk mailinglist discontinued?

With no messages on cap-talk for over a month (both my mailbox an the
archive) I tried to send a message today, and it also did not make it back
to my mailbox or the archive. With many people on both this and the
cap-talk list I wondered if anyone here knows if cap-talk has been
discontinued?

Shap normally administers the cap-talk list. I emailed him asking what
the situation is. In the meantime, I went ahead and intervened myself
to unblock all obviously safe messages. But I left the general block
itself in place while waiting to hear from Shap.
