cf3: logallconnections only working when logencryptedtransfers=true

Hello,

seems as if logallconnections (cf-servd) is only respected when
logencryptedtransfers is set to true ? Did not get any loggings from
cf-servd running when logencryptedtransfers was false.

Marco, this doesn't seem to be possible from the code. I think
you are misdiagnosing the issue. Can run the server with -v to see
what is happening?
