I start a mule project from mule server, but if want to start another mule project in the same mule server without stop the running mule server, who can tell me the method?

What you want is called "hot deploy" and currently isn't supported
currently. You have to restart Mule to add new flows.

Alternatively, you fiddle around with dynamically creating endpoints and
services but this is not for the faint at heart and I'd strongly advise
against it.
