designing a Express card

hi i am new bie here.
actually i wanna develop a "express card" (which is the interface in laptop to connect with PCI express and USB)

my query is :

  Is the PCI express bridge chip (like PLX 8532) required in express card ?
    or
 Is the PCI express bridge chip is placed inside the laptop ?
