devhelp for all documentation on the system?

I want a Devhelp like documentation browser for all docs installed on
the system not just pertaining to development.

Is this possible?

sure. just convert all your documentation to a docbook and then process
the XML with XSLT to create a reference file that Devhelp can
understand.
