There is no exposed eviction frequency as of 3.1. It is automatically
determined from tti/ttl. Prior to 3.1, I don't think we were automatically adjusting at all so it would just be whatever you set it at. Actually, I may be confusing this with tim-hibernate-cache. This is
definitely true for tim-hibernate-cache, but I'm not sure which level has that logic now.
