doc: KWin Rules - ready for verification

Hi everyone,

With big thanks to Anne Wilson and Thomas Lübking for the help, I've
completed the KWin Rules document.  To minimize doc-rot, I'll maintain
the document moving forward.

Before moving to the next step, Anne and I would like to request for
the KWin development team to review the document for correctness.  I'm
flexible on how people want to provide corrections/updates:  e-mail,
updating the document (and letting me know) ...

I tried as best as I could to either figure things out by
trial-and-error or pestering Thomas.  :)
