evil condition does not trigger failsafe

When a certain bundlesequence was defined and the file (input) keeping
one of the bunlde's is removed without removing the bundle name from the
bundlesequence, the update process will fail forever and not be able to
heal itself again.
failsafe.cf needs to be executed manually to get the update.cf running
while ignoring the promises.cf
The cf-promises does not see the error as from a syntax view everything
is ok, just the bundle does not exists ;).

[root@mir inputs]# cf-agent -K
Bundle hostname_test listed in the bundlesequence was not found
Fatal cfengine error: Errors in agent bundles
[root@mir inputs]#
