<br>sei sempre molto attivo. Complimenti. Spero che tutto proceda bene per te e noto con gran piacere quante cose stai facendo per questo free gis.. In realta' ahime' qui siamo soppressi da ESRI. Ma non potrebbe essere diversamente. Il costo e' cosi' basso e lo danno gratis a tutti, studenti professori e chi piu' ne ha ne metta. Ben altra politica da quella europea. Ma essendo sempre bastian contrario, sto cercando di introdurre il free gis. Specialmente nel settore ricerca e' molto meglio. Nel mio dipartimento, sto predisponendo un buon laboratorio, dato che due di ArcgIS sono gia' attivi.

<p>L'associazione Ortinconca è una <i>Garden Community</i> di
coltivatori urbani a custodia della biodiversità, nata a Milano
nell’area di città che si affaccia sulla Conca del Naviglio
nell'inverno 2008-2009.<br>Si tratta di un gruppo di cittadini e vicini di casa, che mettono a disposizione
terrazze, balconi, cortili, ringhiere e davanzali per la coltivazione
di piante ortofrutticole rare o dimenticate. Un intero quartiere che
condivide il sogno di salvare i semi in via d'estinzione. <br></p><p>L'associazione dal 9-9-09 è formalmente registrata; sta quindi iniziando a operare in modo più strutturato e sta quindi cercando un webmaster da affiancare a quello attuale, per avviarsi verso le attività 2010.<br>
</p>Il
nuovo webmaster si occuperà in una prima fase dell'impostazione dei contenuti e, successivamente, fornirà supporto periodico per aggiornamenti e
aggiunta di nuove funzioni, e sarà comunque affiancato dal webmaster attuale.<br>
<br>La piattaforma di sviluppo preferita per il sito è Drupal (ma non si escludono a priori altri ambienti). Si prevede inoltre lo sviluppo di una *semplice* mappa dinamica.<br><br>L'attuale sito è visionabile all'indirizzo <a href="http://www.ortinconca.it/" target="_blank" rel="nofollow">www.ortinconca.it</a><br>
<br>Che cosa l'associazione si aspetta dal webmaster<br><br>- impegno iniziale nell'implementazione della struttura<br>- continuità nella fase di manutenzione del sito<br><br>Che cosa il webmaster si può aspettare dall'associazione:<br>
<br>- ritorno in natura (ortaggi vari per insalate, sughi e altre ricette, semi di specie rare)<br>- credit sul sito (nome e cognome e possibilità di inserire un link a un proprio sito web)<br>- un ambiente estremamente creativo e stimolante con cui confrontarsi (fotografi, giornalisti, sobillatori sociali, ecc).<br>

<br><br>giovedì scorso sono stato a ITN09 a tenere una presentazione dal
<br>titolo "Informazione geografica libera: a che punto siamo ?"
<br><br>l'evento rappresentava il terzo appuntamento di GFOSS.it con questa
<br>rassegna, dedicata prevalentementa all'infombilità (e difatti nel 2007
<br>e nel 2008 si chiamava Telemobility Forum).
<br>La variazione nel nome dell'evento, e della sede -da Milano a Torino-
<br>è stata determinata anche dalla "fusione" del Telemobility Forum con
<br>una rassegna in passato tenuta a Torino e legata alle infrastrutture.
<br><br>la presentazione: è andata bene. almeno una trentina di spettatori.
<br>alla fine della presentazione non ci sono state domande, però ho avuto
<br>alcune risposte.
<br><br>le domande sono poi venute fuori comunque più avanti nella giornata,
<br>in quanto ho ritrovato alcuni relatori e spettatori, e c'è stato un
<br>bel po' di confronto.
<br><br>nella sessione abbiamo avuto anche la piacevole sorpresa di un
<br>progetto presentato dalla Fondazione Bruno Kessler, su un progetto
<br>realizzato necessariamente in open source, che ha mostrato anche il
<br>livello avanzatissimo del Trentino nell'interazione fra Enti che
<br>stanno fornendo dati ecc (qualcuno ha anche detto troppo avanti ;) ...
<br>comunque: bravi).
<br><br>ho poi approfittato della giornata per visitare vari stand e altre
<br>sessioni, e anche lì è sempre interessante vedere cosa c'è (ed è
<br>tendenzialmente poco libero)
<br><br>non ultimo: ne ho approfittato per fare un po' di giusta pubblicità
<br>all'ormai prossimo convegno di Bolzano: mi sono impossessato del
<br>microfono per gli annunci generali e leggendo il comunicato di
<br>presentazione del GFOSS Day in due lingue (dato che nella rassegna
<br>c'era anche un padiglione dedicato alla Francia).
<br><br>no...no......non ho fatto questo ;) comunque qualche visitatore è ora
<br>informato di Bolzano (un po' di volantini qua e là, qualche invito
<br>personale), e magari ci viene, o comunque visiterà i nostri siti.

<br>Interessante vedere come i concetti di base (perche' il SW libero?) siano ormai ampiamente

<br>Interessante anche l'intervento di un rappresentante degli industriali, che ha detto:
<br>- le ditte usano piu' che altro il sw che i loro fornitori gli propongono, senza grandissima

<br>- le ditte piccole fanno pochissima innovazione nel SW, per mancanza di addetti competenti
<br>- le ditte grandi invece sono piu' consapevoli ed innovative
<br>- il SW libero offre interessanti possibilità di mercato per le aziende che offrono servizi.

<br><br>The INSPIRE Network Services Architecture, Version 3 [1], has been
<br>published on the INSPIRE site. This Network Services Architecture
<br>document is informative and is therefore not an Implementing Rule.
<br><br>Rather, it is a contribution from the Network Services Drafting Team
<br>to help the process of developing the Implementing Rules for each of
<br>the INSPIRE Network Services. The purpose of the document is to
<br>provide the architectural context to enable Member States to better
<br>understand the Implementing Rules for Network Services.
<br><br>Preliminary versions of this document have already been revised in the
<br>light of comments from the INSPIRE Consolidation team, INSPIRE

<br><br>The D3.5 v2.0 was reviewed by the SDICs and LMOs. The comment

<br><br>A marzo ISTAT ha pubblicato il testo "Le tecnologie dell'informazione
<br>e della comunicazione nelle amministrazioni locali" [1].
<br><br>A proposito di GIS (pag. 3):
<br>L'utilizzo di Sistemi Informativi Geografici (GIS) è diffuso nel 17,8
<br>per cento dei Comuni italiani: si registrano quote generalmente più
<br>contenute nel Mezzogiorno (9,8 per cento), mentre percentuali più
<br>elevate si rilevano fra i comuni dell'Emilia-Romagna (48,5 per cento)
<br>e della Toscana (45,1 per cento).
<br>L'utilizzo di sistemi GIS è più frequente nelle Comunità montane (42,9
<br>per cento dei casi), come pure nella maggior parte delle
<br>amministrazioni regionali e provinciali.
<br>Nel complesso, fra le amministrazioni locali è più diffuso l'utilizzo
<br>di sistemi CAD (Computer Aided Design) di cui dispone il 44,2 per
<br>cento dei Comuni (ben il 76,2 per cento dei comuni della Toscana e il
<br>75,2 di quelli dell'Emilia-Romagna).
<br>Le Regioni e le Province dispongono di sistemi CAD nella quasi
<br>totalità dei casi; consistente appare anche la frequenza di utilizzo
<br>nelle Comunità montane (58,9 per cento).
<br>Anche per i lettori di carte elettroniche e per i sistemi GIS e CAD,
<br>l'utilizzo da parte delle amministrazioni comunali risulta crescente
<br>all'aumentare della loro dimensione demografica.
<br><br>E per l'open source (pag. 5):
<br>Il ricorso a soluzioni Open Source sembra essere una pratica ormai
<br>abbastanza presente nelle amministrazioni locali, tanto che viene
<br>adottata da tutte le Regioni e da oltre i tre quarti delle Province
<br>(78,4 per cento) (Tavole 9a e 9b). Nel complesso, l'utilizzo di
<br>soluzioni open source sono più frequenti fra le amministrazioni del
<br>Nord-est. La maggior parte delle amministrazioni locali vi ricorre per
<br>sistemi operativi su server (54,8 per cento), software di office

<br>The Power of Information Taskforce - headed by cabinet office minister
<br>Tom Watson - is offering a £20,000 prize fund for the best ideas.
<br>To help with the task, the government is opening up gigabytes of

<br><br>The EU Competition Commissioner, Neelie Kroes, publicly supported the
<br>use of
<br>open source software in eGovernment, in a public speech at a seminar hosted
<br>by OpenForum Europe in Brussels on 10 June 2008.
<br><br>Kroes encouraged the public institutions to use open standards, underlining
<br>the positive example of Munich that have implemented open standards in
<br>their
<br>local eGovernment projects. She suggested a much more active role of the
<br>European Commission in promoting open standards in eGovernment
<br>applications,
<br>by adopting an internal policy not to buy proprietary software: "The
<br>Commission must do its part. It must not rely on one vendor, it must not
<br>accept closed standards and it must refuse to become locked into a
<br>particular technology."
<br><br>The EU Commissioner's speech shows an indirect support to the Open
<br>Parliament petition initiated in March 2008 by OpenForum Europe, The
<br>European Software Market Association and the Free Software Foundation
<br>Europe
<br>asking the European Parliament to change its ICT system in order to allow
<br>the adoption of open standards.
<br><br>Also Kroes praised the benefits of open standards: "No citizen
<br>or company should be forced or encouraged to choose a closed technology
<br>over
<br>an open one, through a government having made that choice first." She also
<br>encouraged the business customers to make a difference by promoting open
<br>standards: "I know a smart business decision when I see one. Choosing open
<br>standards is a very smart business decision indeed."
<br><br>Kroes mentioned a number of competition cases in ICT that are investigated
<br>by the Commission in relation with ICT standards, giving as examples Apple,
<br>the mobile phone company Qualcomm and chip maker Rambus. Also she clearly
<br>referred to Microsoft when she mentioned the problems with the well-known
<br>fines against the US software producer: "The Commission has never before
<br>had
<br>to issue two periodic penalty payments in a competition case."
<br><br>Some MEPs wanted to go further and asked the European Commission if
<br>Microsoft could not be banned from the European public procurements, since
<br>it has been fined by the Commission. Heide Rühle, internal market policy
<br>spokeswoman for the Greens in the European Parliament, explained that there
<br>were provisions of the public procurement EU Directive that allow the
<br>exclusion of applicants from public procurement procedures if "they have
<br>been convicted of an offence concerning their professional conduct by a
<br>judgement which has the force of res judicata or they have been guilty of
<br>grave professional misconduct proven by any means which the contracting
<br>authority can justify".
<br><br>But the European Commission rejected these arguments in its answer
<br>explaining that, according to the Directive, the exclusion was not
<br>obligatory. EC claimed that the fine did not count as an "criminal
<br>conviction of a criminal offence by a final judgement from a Court". Also
<br>the second provision should "require a case-by-case assessment which can
<br>only be done in the framework of an on-going procurement procedure."

<br>Applications are invited for a full-time, fully-funded 3 year PhD
<br>studentship in the Department of Geography, University of Leicester,
<br>addressing the impact of deforestation on the global carbon cycle.
<br>Specifically, this studentship will investigate use of high resolution
<br>remote sensing for monitoring and assessing tropical deforestation and
<br>degradation as a contribution to reducing atmospheric greenhouse gas
<br>emissions under the REDD carbon trading initiative. The studentship is
<br>funded under the NERC National Centre for Earth Observation (NCEO).
<br>The student will be based in Leicester and supervised by Dr Susan Page
<br>and Dr Kevin Tansey, but will work closely with others involved in
<br>NCEO, and will be required to undertake fieldwork in SE Asia, probably
<br>in Indonesia.

ottima cosa, forse pero' la scelta del giorno non e' la piu'<br>
fortunata. Concesso che quasi nessuno ha risposto ai miei tentativi di<br>
capire quando arriva chi, gli unici che ho sentito pensano di<br>
arrivare in giornata. Gli unici sono 3 persone, quindi non la<br>
prenderei come certezza. Io ad esempio arrivero' lunedi' sera con<br>
altri due JGrassisti e un Geoserverista.<br>
