Details:

When libintl (gettext) is not installed, scons spuriously reports missing
libsndfile instead.
Even when setting useGettext=0, library checks get still compiled with
-lintl and fail.

OS X 10.4.11

Try changing the scons function checkheaderwithlib (or
something like that) just to checkHeader() for libintl.
Sorry I can't test this as I am away at the moment.
However, I have not had that trouble before.
