I can't update the latest version.

In general, it's helpful to provide some text for your failure mode;  
since "can't update" covers a lot of possible causes.  However, in  
this case I can tell what your problem is.

You have a stale package description cache, and so you'll need to run  
"fink index -f" to forcibly refresh it, and then you should be able to  
selfupdate and get fink and gettext-tools updated.

This will need to be done in a terminal window.  I don't think Fink  
Commander knows about the -f option for "index"
