gimp 2.8 splash screen suggestion

hey everyone!

I made a startup splash screen in GIMP for GIMP 2.8. also filed a bug on
it here: https://bugzilla.gnome.org/show_bug.cgi?id=674154

If you like it you can use it!

Is there another way to submit splash screens? Or are there any official
guidelines?
