Can anyone please enlighten me on the context of the string "Half Operator"? It doesn't carry any meaning to me as it stands now.

This is a status that an IRC user can have in some channels on some
networks.  An operator is a user who has the power to perform various
administration tasks in a channel (chat room), and a half operator is
a user who has some of those powers, but not others.  There is
probably an idiomatic translation for this.
