There is a "Edit this forum" link on a forum front page. Click this link and you will see a full set of forum properties that you can edit. For example, you can edit a forum's name, description, read-only setting, as well as advanced properties such as parent child relationships and skin customization. You can also create new child forum and categories there.
After making an edit, you can preview, and save to cause your change to take effect immediately. Only forum owners can make forum edits.
