helper 'DocType' not found

In the docs:

http://framework.zend.com/manual/en/zend.layout.quickstart.html

it shows something like this:

<?php echo $this->docType( 'XHTML1_STRICT' ); ?>

But when I try to use it in my layout I get errors:

In my boostrap I have this:

require_once 'Zend/Loader.php';
Zend_Loader::registerAutoload();

So shouldn't that give me proper file scope for all of ZF, including
this helper it can't seem to find?
