This doesn't quite make sense to me, although I may have misunderstood the question.
If you are on the create screen for an issue, then by definition, that issue cannot have any sub-tasks, so you can't add an attachment there.
If you want to attach an issue to a sub-task, then you can do that as long as the attachment field is valid for the sub-task type.
But you say that your attempt to attach an issue to a sub-task is attaching it to the parent - if that is right, then it sounds like you have some code installed that is moving the attachment up to the parent (I've not seen anything that would do that)
The other scenario I can think of is that you want to add an attachment to a top-level issue and copy it down onto sub-tasks. That would need code (and is almost certainly pointless as it's duplicating information).
