http://127.0.0.1/cgi-bin/mapserv.exe not working

Hi ALL, Am new to mapserver and trying to get started. but i come accross a problem on step 8. http://mapserver.org/introduction.html#introduction . Till step seven its working fine but when i go to step 8 it says a error message and popup says mapser.exe stop working and closed. can someone help me with this pls thanks
