jms.session threads

I am noticing a trend with regards to our routers during high traffic time have constantly zero idling-threads and 10 running-threads at all times.  The reason for investigation we are regularly queuing and when looking at the usage in the CLI its contstantly at 10 running.  This is for both 7_4_0 router and 5_2_5 router.

Suggestions?
