Hello,

I'd like to suggest the use of "language code" and "country code"
combination to identify a language pack.
For example, atleap will use "zh" to represent all Chinese languages,
however, "zh_tw" & "zh_cn" are two incompatible languages.

Please understand that even with the same "language code", if two languages
have different "country code", they are still different languages.

This is an old problem of AtLeap. At this time, we are focused on other
tasks. Such a contribution is welcome if you implement it yourself.
