libapache2-mod-passenger dependencies

Hello,

I think the dependency of libapache2-mod-passenger on librack-ruby should be
set to the version from backports (e.g. >=1.0.0).
Otherwise libruby-rack from lenny is installed and rewindable_input.rb cannot
be found.

Another suggested change is to allow apache2-mpm-prefork as well as apache2-
mpm-worker (I got it up and running with prefork since yesturday).
