libcdio 0.81 release around Oct 27

I'm planning on releasing libcdio 0.81 on Oct 27th. This would be the
first GPL v3 release. There aren't any major changes, just the license
change and bug fixes.

If there were features that folks want to get in they should be
discussed. Let's say this next Friday Oct 17 there is a feature freeze
(not that I expect this will be an issue.)
