locales for current version

Hello *,
how do I get locales for the current stable version of squirrelmail,
that is, 1.4.17?
The archive from the download page does not contain any localized
textes. Should I check out SVN? If so, which version then?

Under "Translations" on the download page.  Is that the empty tarball
you're getting?  You can also download a "Locales Snapshots" from the
very bottom of that page or get it from SVN yourself.

I do not see the Latvian translation in translations section of the
download page.

I don't recall when it was added, but if you check out the newest
locales from SVN, it is in fact there (I just verified) under
locale/lv_LV
