login.conf test on netbsd-4

Hello,

lib/32447 describes an issue where a login.conf missing the "default"
login class prevents logins on netbsd-3.  After doing a few tests on
netbsd-5 I could confirm this is no longer an issue.  However, since
netbsd-4 is still supported, it'd be nice to test.  Unfortunately I
have no more netbsd-4 systems, and no free hardware/vm I can
immediately test netbsd-4 on.

Could anyone with a netbsd-4 system please test if the bug occurs?
Warning: make sure you have another existing root session still open to
avoid having to reboot in single-user mode to fix login.conf :)

The default login.conf has no default section in netbsd-4
(it's commented out).
