losing battle with J.U.L with tools

I edited the stock 2.2.4 logging.properties to set the to levels to FINEST,
ran wsdl2js, and nothing comes out.

sh -x yields:

 /System/Library/Frameworks/JavaVM.framework/Home/bin/java -cp
/opt/apache-cxf-2.2.4/bin/../lib/cxf-manifest.jar:
-Djava.util.logging.config.file=/opt/apache-cxf-2.2.4/bin/../etc/logging.properties
org.apache.cxf.tools.wsdlto.javascript.WSDLToJavaScript -validate
issue/chat-ws-api.wsdl

anyone else seen something like this?

This bit me a while back as well...

There is a file:
./tools/common/target/classes/org/apache/cxf/tools/common/commandLogging.properties
that the tools all reconfigure logging with in:

CommandInterfaceUtils.commandCommonMain();

I'm really not sure why.  Probably to keep the output in the "normal" case
down to reasonable levels.
