This bit me a while back as well...
There is a file:
./tools/common/target/classes/org/apache/cxf/tools/common/commandLogging.properties
that the tools all reconfigure logging with in:
CommandInterfaceUtils.commandCommonMain();
I'm really not sure why. Probably to keep the output in the "normal" case
down to reasonable levels.
