merging JIRA projects

I'd like to merge the WAGON* JIRA projects into Wagon - issues are  
already spread between the two (some under components in the main  
one), and we only ever do coordinated releases of the ones in that JIRA.

If for any reason there is a need to split them off later, we can do  
that at the time.

Objections?
