migrating to a multi-project build

In order to create a jencks-all.jar and an assembly like we used to
have in the m1 days, I'm adding a pom.xml in the parent directory of
'jencks' and moving 'jencks-all' up a parent directory to mirror other
projects multi-project layout (like Lingo, ActiveMQ etc).

Almost done. If you are working purely in the 'jencks' module you
shouldn't be affected (once the nightly build of the jencks-parent pom
is in the repo)

Actually strike that. I rolled the change back and ended up using
Dain's patch from the g11 branch to make the jencks-all jar and the
binary asemblies in the same project so we're back to a single
project/pom now.
