must vs. MUST and conformance requirements

I'm less concerned about the syntactic representation of conformance requirements, and much more concerned about the poor job many document editors and working groups do at establishing conformance criteria that are testable, or even meaningful.

Wishful thinking: some tooling that gathers together the context of normative keywords would help encourage better spec-writing?
