new savannah list notification text

Right now, savannah sends a message like the below when a new list is
created.

I think it would be helpful to add a bit of info about how spam will be
deleted by default, new messages will be held, etc.  One experienced
maintainer thought his new list was a black hole.  (Apparently the text
on the list creation web page did not get his attention.)

If that idea sounds ok ... forgive my ignorance, but if someone can tell
what file to check out/in from what directory (or give a pointer to this
info in the wiki), I'll do something along those lines.  Or I could post
some new words here.

Hi,

I don't really know.

My first guess is that it's hard-coded in the Savane source code, and
so it would need an additional configurable
(http://web.cvs.savannah.gnu.org/viewvc/administration/content/gnu-content/mail/?root=administration)
text file.
