Sometimes when I build a multiple submodule project, one submodule yields…

Initializing Enunciate mechanism.

Entering GENERATE step....

[INFO] ------------------------------------------------------------------------
[INFO] Problem exporting the API classes.
And within netbeans doing the same mvn install [I think] with “skip
tests” gets to a different submodule [also a war file], and says
...
Tests are skipped.
