official standard for documentation style?

Just wondering if there's any official docu style for core patches...
I see one mentioned for C but not for Ruby.

Is it

 # description
 #
 def something
 end

or

 ##
 # description
 #
 def something
 end

or something along those lines?
Just wanted to check.
