I run GIMP in Linux, but I have a friend that uses Windows and he
needs to know if the Windows version will open pdf files as my Linux
version does. Guess my question is: Will the Windows version of GIMP
function the same as the Linux version?

I find I can open a .pdf in Gimp and read it, but not edit it.
Notes at this site seem to deal with that issue:

Install Ghostscript. Add to the Windows PATH statement (for XP: My Computer
(right-click)|properties|Advanced Environment variables, in System
variables) the path to where Ghostscript lives (e.g., C:\gs\gs8.53\bin).

Not needed with recent Gimp versions, as poppler is used to load PDF files
instead of Ghostscript.

Well, you can edit them as much as any other image in GIMP. You won't be
able to save to PDF again, and even if someone adds this to the pdf
plug-in (which would then save layers as pages, I guess), it would then
be a collection of images.

This is only about someone who couldn't modify PATH (or GS_PROG) to
include the location of gswin32c, apparently.

I never had any problems with ghostscript as long as it had been
required, and I refuse to believe that setting this up correctly does
require any special talents other than reading.
