other types of queueing disciplines for ns-3

Hi everyone, I thought it'll be nice if we could have all the standard linux
queueing disciplines supported in ns-3.  If you're currently working on any
other queues for ns-3, please let us know, so we won't duplicate our
efforts.  My priority is to have RED available in ns-3, please let me know
if you're currently working on it or like to work together on this one.
