It appears that we are set on JCR and then maybe Sling and
Tuscany.  The RESTful interface is going to be best for direct
viewing of the photo gallery and then the WS interface will be
available for whatever anyone wants to use it for (process type
transactions probably).  What is the design of the JCR repository
going to be?  What information needs to be collected for each photo?

my quick suggestions:
photo
thumbnail
create date
caption
tags

Have you checked what kind of metadata others record?
Here are some quick results from a Google search. Looks
like IPTC is an acronym one should remember in this context.

Informal, IPTC-related:

IPTC Photo Metadata White Paper 2007:
http://www.iptc.org/goto/?phmdwp2007

There are whole conferences about photo metadata:
http://www.phmdc.org/

People at W3C made experiments as well:

Another experiment, people-related:

A user-level article about metadata:

cheers,

Roland,

Nice find!  It hadn't even occurred to me that there could be a
standard for meta-data such as the IPTC data.  And, we should find a
way to use it.  As there is a lot of data that is stored with the
image, how much of it do we want to duplicate in the repository?
