php on mocha and mirrors

Mocha still runs php 4 and so does Brian's server. Is there any chance
we can switch to php 5, since php4 is not maintained anymore? It needs
some changes in the website code and since I have to look over the
code again because of the integration with transifex.... Duno about
other services we provide but I think most of it is php5 proof.

I just switched ca-us to php5... I didn't even realise it was running php4.
