1) Yes, all articles are downloaded and stored indefinitely. However,
there are not marked that they still exist in the feed or not at this
time - the delete will get smarter eventually, so you can delete and not
have the item reappear the next time you refresh.
2) I agree - its been on my wish list as well (though I've since
switched to using Fizzle for my reading).
