queue-pr fails to identify error conditions associated with its invocation of pr-edit

Hi,

I have one requirement to fix and i need some suggestions to solve
this issue listed in the subject
part.

here is the description
===========================================
If queue-pr encounters a legitimate error (such as
a missing required field) and doesn't submit the
pr, queue-pr silently fails.
It should probably email back the submitter with
the message intended for submission along with an
explanation of the failure and discard the message
from the queue directory.
===========================================
