recording to streams directory with WAR 0.8.0 under tomcat6

I find the publisher demo can play videos connected to oflaDemo if they are put in ROOT/WEB-INF/classes/streams/.  In a standalone deployment, I find play and record both work with the streams folder in oflaDemo/streams. Live streaming also works in the WAR deployment. However, I cannot get recording to work with the WAR deployment. The publisher demo log gives

01:43:46:498 - Playback - NetStream.Record.NoAccess

01:43:46:498 - Publish - NetStream.Unpublish.Success

when the record start button is pressed which leads me to believe I don’t have a streams directory in the right place or the right permissions but I’ve tried putting world-writable streams directory in most every likely place in the various tomcat directories.

What might I be missing to record to a file in the WAR deployment?
