resizing offscreen windows

Hi, so often times I open up applications and the windows are so big on the
screen that I can't get to that tiny resize tab.  I have tried all kinds of
options, but the only thing that works really is quitting the app and
restarting it untill the window is the right size.  Any ideas how I can keep
this from happening?
