rrd_dump and rrd_restore don't work with locale LC_NUMERIC='fr_FR'

When I dump a database and restore I'm loosing some information because or a wrong value format in the XML file. Value is formated with the locale format but the restore don't read correctly this format.

If I change the locale it's working fine.

I'm using the version 1.3.1.
